CHRO Agenda 2026: Four Priorities Boards Should Expect

Gartner's 2026 CHRO research names four priorities, from AI in HR to culture. What each means for how boards hire, pay and hold their CHRO to account.

In short

The CHRO agenda in 2026 centres on four priorities, according to Gartner's research: harnessing AI in HR, shaping work for a human-machine era, mobilising leaders for growth, and repairing culture. For boards the consequence is practical. The CHRO is moving closer to strategy, and the profile you need to hire, and the pay you must offer, is changing with it.

What are the CHRO's priorities in 2026?

Gartner's October 2025 release on CHRO priorities lists four: harness AI to revolutionise HR, shape work in the human-machine era, mobilise leaders for growth in an uncertain world, and address culture atrophy. The release draws on a July 2025 survey of 222 CHROs, and Gartner's fuller trends page on 426 CHROs across 23 industries.

None of these is an administrative priority. Each one changes how the business operates, which is why the role is increasingly judged on enterprise outcomes rather than HR delivery.

Why does AI sit at the top of the CHRO agenda?

Gartner reports that evolving the HR operating model has the highest predicted impact on AI productivity gains, at 29%. In other words, the gains come from redesigning how HR works, not from adding tools to the old structure.

The leadership gap is wide. Korn Ferry's 2026 talent acquisition survey found only 22% of respondents believe their leaders can manage teams that combine people and AI agents, and only 22% of companies plan succession with AI readiness in mind. A CHRO who cannot close that gap will be asked to explain why.

How is the CHRO's influence changing?

IBM's May 2026 study of 2,000 CEOs found that 59% expect the influence of the CHRO to increase, and 85% say all functional leaders must become technology experts. The CEO is signalling that people strategy and technology strategy are now one conversation.

For a board, rising influence means rising scrutiny. A CHRO with a seat in strategy discussions is accountable for workforce plans, leadership bench strength and the cost of getting either wrong.

What does 'mobilising leaders for change' mean in practice?

Gartner's research found that only 32% of business leaders report healthy change adoption by employees. It also finds that when change becomes an instinctive part of work, the probability of healthy adoption is three times higher. The advice is to routinise change, not simply inspire it.

This is the CHRO's hardest brief, because it runs through line managers the CHRO does not control. Boards should ask how the CHRO measures manager capability, not only engagement scores.

Does culture really drive performance?

In Gartner's July 2025 survey, 47% of CHROs said culture drives employee performance today. The firm estimates that organisations which embed desired cultural values in daily work can see up to a 34% increase in employee performance. Treat that as an upper bound, not a forecast, but the direction is consistent with what boards see in post-merger and post-restructuring situations.

Culture atrophy is most visible after a deal or a leadership change. Our note on leadership in the first 100 days after a merger shows where it usually starts.

What does this mean for hiring a CHRO in India?

The profile has widened. A generalist HR leader with strong employee relations experience is no longer enough. Boards should test for four capabilities:

  • Operating model redesign: has the candidate rebuilt an HR function around technology, not just implemented a new system?
  • Workforce planning: can they model which roles change, shrink or appear as AI is adopted?
  • Leadership development at scale: what evidence is there that manager quality improved?
  • Board and CEO fluency: can they hold a credible conversation on strategy, cost and risk?

Our guides on hiring a CHRO in India and CHRO salary in India cover the timing, the pay and the common miscasts. The wider the brief, the more important it is to benchmark pay against the right peer group; our compensation benchmarking service does that.

What should a board ask its CHRO this year?

  1. Which three roles will look materially different by 2028, and what is the plan for each?
  2. How many of our top 50 leaders are ready to manage mixed human and AI teams?
  3. Where is culture weakest, and how do we know?
  4. Who is the named successor for each critical role, and how have they been benchmarked externally?

The last question is where a talent map earns its cost: it tests the internal bench against the outside market before a vacancy forces the issue. For the search itself, see our executive search service.

Frequently asked questions

What are the top CHRO priorities for 2026?

+

Gartner lists four: harnessing AI to transform HR, shaping work for a human-machine era, mobilising leaders for growth under uncertainty, and addressing culture atrophy. Together they move the CHRO from service delivery towards enterprise strategy, workforce planning and leadership capability.

Is the CHRO becoming more influential?

+

CEOs think so. IBM's May 2026 survey of 2,000 CEOs found 59% expect the CHRO's influence to increase. Greater influence usually comes with greater accountability for workforce plans, leadership readiness and the cost of people decisions, so boards should expect harder questions.

How should AI change the way we hire a CHRO?

+

Test for evidence of operating model redesign and workforce planning, not tool adoption. Ask what the candidate changed, what productivity gain resulted and how they prepared managers. Candidates who can only describe system implementations are probably generalists for a role that now needs more.

Do leaders feel ready for AI in the workforce?

+

Not yet. Korn Ferry's 2026 talent acquisition survey found only 22% of respondents believe their leaders can manage teams of people and AI agents, and only 22% of companies plan succession with AI readiness in mind. The gap sits squarely on the CHRO's agenda.

What does culture atrophy mean?

+

It is the gradual weakening of shared norms and behaviours as work becomes more distributed, faster-changing and technology-mediated. Gartner argues the fix is embedding values in daily work, and reports up to a 34% performance gain for organisations that do so effectively.

When does a company need a CHRO rather than an HR head?

+

When people decisions shape strategy: rapid scaling, an acquisition, a restructuring or a leadership transition. At that point the role needs board and CEO fluency, workforce planning and organisation design, which a head of HR running policy and operations typically does not supply.

How long does a CHRO search take?

+

A retained CHRO search normally produces a shortlist in six to ten weeks. Assessment, references and notice periods then extend the timeline, so boards should plan for several months between kickoff and the new CHRO starting, and begin earlier if an internal handover is needed.

How much access should the CHRO have to the board?

+

Enough to be in the room for succession, leadership-bench and culture discussions, and to speak to the nomination and remuneration committee on pay. Reporting lines vary by company, but a CHRO who only hears about board decisions second-hand cannot deliver an enterprise-level people agenda. Need a CHRO who can lead this agenda?
